Flock Wanted to Turn 350,000 Uber Drivers Into a Nationwide Plate-Scanning Fleet

Flock, a company known for automated license plate reader (ALPR) technology, sought to significantly expand its data-collection footprint by recruiting as many as 350,000 Uber drivers to scan license plates while working.

The plan would have effectively transformed a large rideshare workforce into a distributed, always-on network of mobile plate scanners—dramatically increasing the scale and geographic coverage of vehicle tracking data that Flock’s systems could collect.

While license plate scanning is commonly used by law enforcement and private security for vehicle identification and investigative leads, expanding collection through gig-economy workers raises heightened questions about consent, oversight, and how broadly surveillance tools should be deployed outside traditional public-safety channels.

The effort also underscores a broader theme in the technology and crypto-adjacent landscape: data collection is increasingly being organized through large networks of individuals, often incentivized through platform-style models. Even when no token or blockchain element is explicitly involved, the structure resembles “network buildout” approaches seen across parts of the digital asset ecosystem—where scale comes from distribution rather than centralized infrastructure.

At minimum, the proposal highlights how quickly surveillance capabilities can be scaled when paired with existing labor platforms—and why the governance of such systems, including who controls the data and under what rules it can be used, remains a central policy concern.
